Do all Sanction Hearings result in sanctions?

Not necessarily. Depending on what prevented a party from using their funds, ORS will determine whether to sanction them or not. However, there must be enough evidence to prove that a reversion was the product of unforeseen or uncontrollable circumstances (i.e. COVID).
